In accordance to eBay’s policies and procedures, you will have to send the winning bidder an email request for payment. If this email does not get the appropriate action needed to resolve the issue, then another email that will politely inform the buyer that you will take the appropriate action, like filing a non-payment complaint to eBay if things do not get resolved within a specified time frame.
